A review of CCTV footage confirmed a tip by Internal Affairs that suspected synthetic cannabinoids or K2 was in the section of the facility where Toomey worked.
Toomey was interviewed by Internal Affairs and his vehicle and home were searched. Authorities seized suboxone/K2, money, and the phone he used in the alleged drug deals on Dec. 10.
The following statement was released by county officials after the seizure took place:
"Follow-up interviews with Toomey, along with data made available from the download of the two seized communication devices, identified the same inmate and the individual who was suspected of providing the contraband and payment to Toomey as being involved. The suspected synthetic cannabinoids were entered into Allegheny County Police Department’s evidence and submitted to the Allegheny County Office of the Medical Examiner’s laboratory for scientific testing. Results are pending."
Toomey resigned Dec. 12 and turned himself into County Police on Monday, Dec. 19.
He was hired as a correctional officer in December 2019 and had previously worked as a Pittsburgh police officer.
Toomey has been charged with four felons for contraband, criminal conspiracy, criminal use of communication facility, possession with intent to deliver and a misdemeanor for prohibited acts/possession, according to the release and his court docket.
"Nonmonetary" bail was set but not publicly disclosed and his preliminary hearing has been scheduled before Magisterial District Judge Kim Berkeley Clark on January 9, 2023 at 10 a.m., as detailed in his court docket.
Criminal charges have also been filed against Allegheny County Jail inmate Lamar Castile, 42, and William Gilliam, 33, of Pittsburgh. in connection to the drug sales in the jail, county officials announced on Tuesday evening.
Castile remains in jail and is awaiting arraignment, according to the second release by county officials.
"This afternoon, William Gilliam, 33, of Pittsburgh was arrested at the Pittsburgh Municipal Courts building by Allegheny County Sheriff’s deputies. Gilliam was transported to the jail to await arraignment," Allegheny County officials say.
They are both charged with contraband, criminal conspiracy, and related offenses following an investigation by Internal Affairs at the facility.
